			<content:encoded><![CDATA[<p>By <a style="font-weight:bold;color:#4e6490;text-decoration:underline;" href="mailto:aidanmalley@gmail.com">Aidan Malley</a> Analyst Shaw Wu of Kaufman Bros. claims to have sources aware of Apple&#8217;s leanings and gives China Unicom the nod as Apple favors the finances, hardware compatibility and degree of control it would get through an agreement. It&#8217;s reportedly more willing to heavily subsidize the iPhone to its creator&#8217;s satisfaction and to let Apple have its usual say over the device and its software, both of which are doubtful through China Mobile. Rumors have long swirled that China Mobile is insisting on <a style="font-weight:bold;color:#4e6490;text-decoration:underline;" href="http://www.appleinsider.com/articles/09/02/09/apple_china_mobile_still_struggling_to_reach_iphone_deal.html">controlling the local App Store</a>, a practice that Apple hasn&#8217;t allowed once in the history of its cellphones.</p>
<p>The smaller of the two Chinese carriers has &#8216;just&#8217; 133 million carriers compared to China Mobile&#8217;s 488 million but is in the middle of deploying a 3G cellular network that uses UMTS and WCDMA, both standards that are already supported by the iPhone 3G and 3GS. Choosing China Unicom would let Apple keep selling the same iPhone in China as it does elsewhere while also getting more reach: the faster network should reach 284 cities within several months.</p>
<p>In comparison, China Mobile&#8217;s government-supported TD-SCDMA standard for 3G would require that Apple incorporate a custom chipset just for the one carrier and would come with growth limitations of its own. Despite having over three times as many customers, the larger carrier will reach nearly 50 fewer cities with its 3G and doesn&#8217;t anticipate the network reaching complete coverage until three years from now, or well after China Unicom&#8217;s network is ready.</p>
<p>Wu&#8217;s same anonymous contacts, however, maintain that Apple doesn&#8217;t entirely consider China Mobile &#8220;out of the running&#8221; both through its sheer influence and its interest in the iPhone, which would be a victory even in a country well-known for grey market imports.</p>
<p>No matter who&#8217;s taking the lead, the researcher doesn&#8217;t see a deal with either carrier as close enough to force a change in predicted iPhone numbers for now and the year ahead. About 20 million iPhones should ship in 2009 and 26 million in 2010. All the same, he notes that Chinese shouldn&#8217;t necessarily be disappointed without an official deal thanks to the nation&#8217;s thriving bootleg community.</p>
<p>&#8220;Our sources indicate that iPhones will likely continue to flow into China,&#8221; Wu says. &#8220;There are an estimated 1 million-1.5 million iPhones in use despite lack of an official carrier relationship.&#8221;</p>

They foresee an uptick in outsourcing driven by enterprises looking to increase IT efficiency and cut costs.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Unfortunately, some of those organizations signing new outsourcing contracts, so pressured to slash costs, will cut the wrong corners on their new deals and ultimately end up disappointed in the results. &#8220;I think when we look back on this period, we&#8217;ll find that companies&#8217; objectives for outsourcing weren&#8217;t really that different than theyve always been, but their propensity for making bad decisions increased,&#8221; says Edward J. Hansen, a partner in law firm Morgan, Lewis &amp; Bockius&#8217;s business and finance practice.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Speeding through the outsourcing selection process or<a style="color:#003366;text-decoration:none;font-weight:bold;" href="http://www.cio.com/article/492917">rushing into a deal without an RFP</a>, for example, may save you time and money now, but are more likely to cost you dearly over time. Instead, try these smarter strategies to save money on your next outsourcing deal.</p>

<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">1. Be clear about scope.</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Before you even think about starting the outsourcing selection process, complete a thorough assessment of your IT portfolio to determine what can be outsourced, what can&#8217;t be outsourced, and—most importantly—what shouldn&#8217;t be outsourced.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">&#8220;Take a minute to step back and talk to your business customer about their needs and compare them to the IT services you currently offer,&#8221; says Ben Trowbridge, CEO of outsourcing consultancy Alsbridge. &#8220;Doing so will provide you with greater insight into what IT services you should be buying from an external service provider.&#8221;</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">&#8220;Scope creep&#8221; during the outsourcing decision making process is a hindrance to finalizing a new deal efficiently and cost effectively, says Atul Vashistha, chairman of offshore outsourcing consultancy neoIT. &#8220;A thorough portfolio assessment also provides data that comes in extremely handy [later on], Vashistha adds.</p>
<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">2. Adopt a multi-sourcing strategy.</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">The competitive leverage you gain by signing on a small stable of preferred providers <a style="color:#003366;text-decoration:none;font-weight:bold;" href="http://www.cio.com/article/488480/Demise_of_the_Outsourcing_Mega_Deal_">instead of a single vendor</a> can not only reduce costs overall, it can also help to mitigate risk through redundancy and provide access to a broader or deeper talent pool, says Daniel Masur, a partner in the Washington, D.C. office of law firm Mayer Brown. Such a multi-sourcing strategy may or may not cost more to manage. &#8220;But, if done right,&#8221; Masur says, &#8220;it will offer benefits that more than offset any additional cost.&#8221;</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">If you do go the multi-provider route, you may want to create a service level penalty pool, says Marc Stark, a client executive at outsourcing consultancy EquaTerra. Each provider puts a certain percentage of their monthly revenue into a pot to pay penalties when end-to-end service levels are not met. In theory, service level penalty pools will help foster cooperation between the parties, though it&#8217;s a difficult provision to get vendors to agree to, Stark says.</p>
<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">3. Connect your service lines.</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Consider incorporating provisions in your contract that allow for reinvesting savings in one line of service into spending on another line of service. For example, infrastructure savings can be funneled into innovation or transformation in another area. If the outsourcing provider knows it will win additional work, it will be more motivated to find and free up those additional infrastructure dollars, says Ed Hansen.</p>
<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">4. Compel the vendor to cut costs in the future.</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Include a contractual provision that obligates your outsourcing provider to reduce costs and charges in the future. The language should require the service provider to work with the client and/or other third parties to achieve reductions in the cost of service delivery, says Masur. You can oblige the vendor to prepare a proposal, at your request sometime in the future, identifying all viable means of achieving the desired reductions without adversely impacting business objectives or requirements.</p>

<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">5. Entertain new delivery methods.</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Software-as-a-service, virtualization, cloud computing, infrastructure on demand—there are a host of new multi-tenancy, pay-per-use models available to IT services buyers today that will lower your IT costs.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">&#8220;Clearly these come with compromises but [our] research has shown that many clients report satisfaction with some of these models,&#8221; says Frances Karamouzis, research vice president for Gartner Research and Advisory Services.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">It sure beats paying for shelfware.</p>
<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">6. Keep it simple(r).</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Diligence in outsourcing negotiations is important, but don&#8217;t over-engineer the contract.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">&#8220;Clients often ask for an extensive amount of service levels which they don&#8217;t need and will not likely monitor or measure,&#8221; says Karamouzis. In the end, he adds, the client pays for all of those <a style="color:#003366;text-decoration:none;font-weight:bold;" href="http://advice.cio.com/akshay_upadhye/offshore_outsourcing_some_tips_for_service_level_agreements_sla">SLAs</a>.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">What&#8217;s more, you may not need solid gold service levels to support your business today. &#8220;Buyers of outsourced services continue to pay for service levels that are far superior to those required by their business customers,&#8221; says Trowbridge. &#8220;But, if your objective is to save costs, then it is best to align your service levels with the needs of the business and not pay for something you don&#8217;t, strictly speaking, need.&#8221;</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">In other words, relax select service levels on non-mission critical operations in return for better pricing.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">If you think you need to negotiate rates for every job title that might work on your account, think again. &#8220;In application outsourcing, typically five job roles deliver over 90 percent of the work, thus there is no need to negotiate thirty,&#8221; says Karamouzis.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">But do follow a structured negotiation framework to ensure you don&#8217;t leave any loose ends in the process, advises neoIT&#8217;s Vashistha.</p>

<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">7. Don&#8217;t automatically ink a deal with your incumbent provider.</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">It may be tempting—and seemingly cost effective—to keep dancing with the same partner who brought you to the ball. But signing a new deal with an old provider, while convenient, could be costly in the longer term. Instead look for the best provider for any new functions you want to outsource. Your existing partner may not be the best—or most cost effective—choice.</p>
<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">8. Fight for your rights.</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Few IT service providers are eager to include customer-friendly clauses like the right to audit their bills or benchmark their prices in their new outsourcing contracts. But including these provisions will give you recourse in the future, should you suspect overcharges or prices out of sync with the market. Even if you never actually conduct an audit or bring in a third-party benchmarker, retaining these rights gives you pivotal leverage in the partnership.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Also, invest in outsourcing governance software to ensure you can continually evaluate provider performance going forward, advises Stan Lepeak, managing director of research for outsourcing consultancy EquaTerra.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">Finally, adds EquaTerra&#8217;s Stark, understand any termination obligations or costs you&#8217;ve agreed to so you&#8217;re not held hostage by the provider at the end of the deal.</p>
<h3 style="font:normal normal normal 13px/normal arial;color:#000000;font-size:18px;line-height:19px;font-weight:bold;margin:0 0 4px;">9. Consider a managed services model.</h3>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">You should devote some time to determine the appropriate engagement model for your next outsourcing deal. More and more outsourcing clients are moving to <a style="color:#003366;text-decoration:none;font-weight:bold;" href="http://www.cio.com/article/492026">managed services deals</a>, according to neoIT managing director Sandeep Karoor. In the managed services model, the customer pays for IT services themselves at pre-agreed rates, rather than paying for man-hours of labor.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">&#8220;The clients focus on outcomes rather than who does [the work] and where,&#8221; says Karoor. That can free up the vendor to provide IT services at more competitive rates.</p>
<p style="font:normal normal normal 13px/normal arial;line-height:20px;margin:0 0 20px;">

<p><a href="http://www.chinasuccessstories.com/2009/06/04/benefit-from-megatrends/"><img style="border-width:0;" src="http://www.chinasuccessstories.com/wp-content/uploads/benefit-from-megatrends.jpg" alt="How Yale students might benefit from these megatrends" width="133" height="133" align="right" /></a><strong>James Zhang and Vivek Raman, the two students who organized the “Asia Tomorrow” conference at Yale University several weeks ago, were very clear in what they wanted me to cover in my keynote speech. They wanted me to give my views as to how China and Asia would develop in the coming years, but they also wanted me to be very specific as to how Yale students might benefit from these megatrends.</strong></p>
<p>This is what I told the assembled Yalies about how they might play the China card.</p>
<p><em><strong>Filling China’s Gaps</strong></em>: China is a $3.8 trillion economy, which ranks it third in the world after the United States and Japan. However, it is also an embryonic economy that has many product, technology and service “gaps” that need to be filled. As China continues to develop, a continual stream of new gaps will surface and create opportunities to start exciting, new companies.</p>
<p>Therefore, a good way to approach the China opportunity is to come to China, identify one of those gaps, and then put in place a strategy to fill it. I did it in components, and I mentioned two other examples in my book, Managing the Dragon. My friend, Mitch Presnick is doing it in budget motels with the Super 8 brand. And Eric Constantino, another friend, is doing it in quality hair care. The list is endless, and will constantly change with China’s changing economy. My advice: be alert, find the need in China, and then focus on creating the solution.</p>
<p><em><strong>Help Chinese Companies Go Global</strong></em>: As the China market continues to grow, local Chinese companies that get it right will also grow into large companies and will aspire to become global. I was shocked to learn that there are already over 400 Chinese companies that have done reverse mergers in the United States and are now listed on NASDAQ. With the slowdown in China and the downturn in the global stock markets, their U.S. listed shares, like the shares of all companies, are selling at a fraction of where they were selling only a year or so ago.</p>
<p>In order to increase share values, Chinese companies that are now listed on overseas markets need to learn how to relate better to global investors and perhaps consider an acquisition that will diversify their markets and add technology. Helping the Chinese companies that have already listed on markets outside China (Hong Kong, London, Canada and the United States are among the most popular venues.), as well as those that hope to list in the future, is another good way to build a career in China.</p>
<p>As an example, I am on the board of a Chinese company with a NASDAQ listing. The person in charge of investor relations is a young American who had no prior experience in this area, but who brought with him a strong interest in China, language capability and the ability to communicate effectively with global investors. By helping the company to bridge this gap, he has become an important part of the company’s management team.</p>
<p><em><strong>Work for a Global Company in China</strong></em>: This is the most obvious route. In the coming years, companies from all over the world will expand their operations in China, or establish them if none exist today. Both will create opportunities for talented young professionals with a commitment to China.</p>
<p><em><strong>Leverage China’s Growing Product Development</strong></em>: When I was in Kenya earlier this year, I learned that there are four major car dealers in the country. During my stay there, I met two of them. Both were interested in importing Chinese vehicles into their country.</p>
<p>In 2008, China exported over 600,000 trucks, buses and passenger cars. Where did they go? Russia, the Ukraine, Central Asia, the Middle East/North Africa and Southeast Asian countries like Vietnam were favorite destinations. In other words, they wound up in countries where the 5.7 billion people, who don’t live in the United States, Canada, Western Europe, Japan, Australia or New Zealand, reside.</p>
<p>The developing countries of the world are the natural market for all of China’s products, including vehicles. Income levels and operating conditions in those countries are more similar to those in China than they are where less than 15 percent of the globe’s population live. I imagine that being a Toyota dealer in Africa or the Middle East has been a pretty good business over the past 20 years. In the coming 20, distributing Chery cars or China Heavy Duty trucks may be just as profitable.</p>
<p><em><strong>Work in the United States, Western Europe or Japan</strong></em>: This may seem like a strange suggestion, but none of the developed economies are going away. If China continues to grow and becomes a $14 trillion economy in the next 20 or 30 years, it will still only be equal in size to the economies of the United States and the countries that make up Western Europe.</p>
<p>Although the more developed economies won’t simply vanish, they will have to change to accommodate an equally large China. The changes that must and will occur in the most developed countries in the world will, in and of themselves, create opportunities for professionals who understand the realities of the new world economic order.</p>

<p style="color:#333333;font-size:14px;line-height:24px;margin:0 0 23px;padding:0 0 0 5px;">The global recession has sent those stock markets crashing. As bad as the U.S. economy has suffered, those of most emerging nations fared far worse.  But talk is shifting from how bad things are to which countries will best benefit from an upturn.</p>
<p style="color:#333333;font-size:14px;line-height:24px;margin:0 0 23px;padding:0 0 0 5px;">•<strong> Asia: </strong>China is the key to this trade-dependent region. The mother of all emerging markets was the region&#8217;s star before the world economy chilled. China&#8217;s boom translated into a slew of highly rated American depositary receipts with booming sales and profits.</p>
<p style="color:#333333;font-size:14px;line-height:24px;margin:0 0 23px;padding:0 0 0 5px;">Then came the freeze. China, with lots of cash to fund huge stimulus spending, proved best poised to weather the climate. Many cite Beijing&#8217;s $586 billion spree with making the region&#8217;s first recovery. &#8221;China will be first out of the gate,&#8221; said Jay Bryson, global economist at Wachovia. &#8220;They didn&#8217;t have a lot of the issues that we and others had, like overleveraged consumers and businesses.&#8221; Yes, China&#8217;s crucial export sector took a stinging hit. Many thousands of factories have been shuttered. But China&#8217;s conservative approach to finance proved an effective shield against the global crisis.</p>
<p style="color:#333333;font-size:14px;line-height:24px;margin:0 0 23px;padding:0 0 0 5px;">&#8220;Down payments for homes are much higher in China than here,&#8221; Bryson said. &#8220;There is less access to consumer credit. Their only exposure to subprime mortgages was buying U.S. subprime mortgages. They didn&#8217;t make their own.&#8221;  China seems to have grasped the downside of relying so much on foreign demand. The government is trying to build domestic consumer demand, says Christopher Tang, a business professor at UCLA.</p>
<p style="color:#333333;font-size:14px;line-height:24px;margin:0 0 23px;padding:0 0 0 5px;">Beijing is directing tax incentives and subsidies to lift the lots of many in poverty-stricken rural areas. The subsidies help millions land TV sets, washing machines and other modern conveniences — produced at Chinese factories.</p>
<p style="color:#333333;font-size:14px;line-height:24px;margin:0 0 23px;padding:0 0 0 5px;">Beyond China, Asia has trouble. &#8221;Thailand is having political problems. Indonesia&#8217;s government is not stable. Singapore has declared GDP shrank 20%,&#8221; Tang said. Virtually every Asian nation, emerging or mature, has seen staggering export losses. At their worst, year-over-year export declines of more than 40% are common.</p>
<p style="color:#333333;font-size:14px;line-height:24px;margin:0 0 23px;padding:0 0 0 5px;">And India, once held out as the next China, has sputtered. A fractious political system seems first among the country&#8217;s hurdles. Plus, you can&#8217;t base an entire economy on outsourcing.</p>
<p style="color:#333333;font-size:14px;line-height:24px;margin:0 0 23px;padding:0 0 0 5px;">•<strong> Latin America: <span style="font-weight:normal;">Brazil is the anchor. It&#8217;s the region&#8217;s biggest economy and, in most years, among its fastest growing.</span></strong></p>
